How can i get rid of Phlegm for singing and singing practice?

It's so aggravating, it's not like i have a cold or anything, but
there's always so much phlegm in my throat and it makes a remarkable
difference in how clear my singing voice is. Are there any techniques
i can do to help clear phlegm from my throat?
